  Orange police responded to the Kohl’s store on Bull Hill Lane on a shoplifting complaint, Sept. 21 at 1:32 p.m. During the investigation, officers learned that Alisha Proto, 30, of New Haven reportedly had taken $67 worth of jewelry and cosmetics from the store without paying.
