The Annual Town Meeting took place on May 15, 2019.

Following are the official minutes:

The meeting was called to order, at 7:30 pm, by Town Meeting Moderator Robert Mirto. Mr. Mirto introduced First Selectman James Zeoli, the Board of Selectmen, Superintendent of Schools Vincent Scarpetti, Chairman of the Board of Finance Kevin Houlihan, Tax Collector Sandy Pierson, Chief of Police Gagne and other town officials.

Selectman Judy Wright Williams led the townspeople in the Pledge of Allegiance. Town Clerk Patrick O’ Sullivan read the Notice of the Town Meeting and he stated that the return of posting and publication was in the Orange Times having circulation in the town on May 9, 2019, and that the notice was placed on the bulletin board and the signpost at the town hall.

The Town Clerk called pursuant to Robert Rules of Order for the Orders of the Day. Moderator Mirto stated that speakers on any items should go to the microphone and state their name and address and would be allowed to speak for up to 2 minutes.

1. To authorize the Board of Selectmen to sell and convey land acquired by the Town through foreclosure of tax hens or by deed in lieu of foreclosure of tax hens. Motion to approve made by Selectman Okenquist and seconded by Mitchell Goldblatt. The moderator called for discussion. Hearing none, the moderator called for a voice vote; the motion passed unanimously.

2. To determine in accordance with Sections 12-142 and 12-144(a) of the Connecticut General Statutes the installment due dates for all property tax including the property tax on motor vehicles. The motion was made by Assistant Tax Collector Sally Ferko and seconded by Board of Finance member Patricia Romano, that the taxes on real estate and personal property of $100 or more will be due and payable in two installments with due dates of July 1, 2019 and January 1, 2020 and that motor vehicle taxes & those taxes under $100.00 will be a single payment due and payable on July 1, 2019 and supplemental motor vehicle tax bill will be due on January 1, 2020. The moderator called for discussion, hearing none, he then called for a voice vote, the motion passed unanimously.

To receive and discuss the report of the budget prepared by the Board of Finance for the fiscal year beginning July 1, 2019. Public Comments: Board of Finance Chairman, Kevin Houlihan reported that the Board of Finance held a Public Hearing on April 24, 2019, where citizens questions & input was taken into consideration. The Board of Finance conducted hours of meetings, workshops, and department presentations. After reviewing all the department budgets, anticipated revenue cuts from the State of Connecticut, adjustments in allocations to Amity and grand list, the budget reflects about a

3. The mill rate will go from 32 to 32.59 mils. By virtue of Town Charter Section 2.6(c), and a vote by the Board of Selectmen, Item 3 shall be voted on by machine ballot at an adjourned Town Meeting Referendum to be held on Wednesday, May 22, 2018.
