The Town Plan & Zoning Commission met at Orange Town Hall at 7:30 p.m. tonight (Jan. 5)
This is what happened:
1. As per Section 7.1 of the Bylaws and Procedures for the Town Plan & Zoning Commission of the Town of Orange, this meeting is an organizational meeting, at which time Officers will be elected.
Unanimously approved keeping the Commission membership as it stands and having Paul Dinice as the Council of Governments liaison.
2. Review of the Minutes from the October 20, 2015; November 4, 2015; November 24, 2015; & December 1, 2015 meetings.
(A few tweaks were made on language)
3. Old Business.
A 10 x 13′ shed (that does not require a permit) will be constructed on the Buttonball property that has been the subject of many a TP&Z meeting since mid 2015. Fines have accumulated here. He has until Jan. 30 to do this.
The owner of another property that has at least three “dead” vehicles on his property and has been fined heavily is now cooperating with the town and said he will remedy the situation. The commission wants to cite him under the town’s anti-blight ordinance.
Beau Clark said they should fine him for both the zoning and blight violations.
4. New Business.
5. Report of the Zoning Enforcement Officer.
He is working on issues with chickens and roosters on Sheffield Road and Old Tavern Road.
Also he is going to issue warnings regarding signs.

6. SITE PLAN APPLICATION; SITE PLAN APPLICATION – ARCHITECTURAL SUPPLEMENT; SITE PLAN APPLICATION – LIGHTING SUPPLEMENT; SIGN APPLICATION. Submitted by property owner Shanri Holdings Corp (formerly known as Shanri Properties). For property known as 259 Bull Hill Lane. To locate a 69,390 sq. ft. Shop Rite Supermarket in a building which formerly housed a Stop & Shop Supermarket. Site improvements are proposed.
Harry Garafalo took to the podium regarding the Shop Rite Stores he owns.
Owned Shop Rite in Milford since 2004 and since opened four others in surrounding towns.
The Orange Store would employ about 200 people. They believe in community service and are environmentally friendly. Recycle plastic, cardboard, wooden pallets and donate food to the food bank.
The company plans to renovate the exterior of the existing Stop & Shop building to make it more attractive. All sidewalks will be demolished and replaced.
There are 14 trees along Bull Hill Lane that will be removed to improve sight lines.
Two new islands with tall thin trees will be added. Handicapped parking spaces will be re-striped.
Old shrubbery on islands will be replaced with new shrubs the plantings along Carlson Drive will remain as is.
Clark said the lighting plans that were submitted show several violations to the regulations. They need to deflect the light from shining off the property.
The Orange Shop Rite would open sometime around September and the existing gas station would become a Shop Rite Gas Station operated by the Valie family.
The Site Plan Application was unanimously approved. (A revised lighting plan would be submitted to Paul Dinice.)
7. PETITION TO AMEND THE ORANGE ZONING REGULATIONS. Submitted by Orange Land Development LLC. To amend Article XXIV Transit Oriented Development District Regulations. The Public Hearing on this matter was closed on December 1, 2015.

8. PETITION TO AMEND THE ORANGE ZONING MAP. Submitted by Orange Land Development LLC. To change the zoning designation of the subject property from LI-2/TODD Overlay to TODD. The submission includes a “concept plan” as required by the Orange Zoning Regulations. The subject property is an 8.091-acre site located beyond the eastern end of Salemme Lane. It is bordered by Dichello Distributors to the south; CTDOT Railroad right-of-way to the east; Yale University West Campus to the north; and Salemme Lane/Town of Orange, N/F Salemme-Riccio, and N/F Sixty Five Marsh Hill Road, LLC to the west. The parcel is currently undeveloped. The subject property is shown as “0 Marsh Hill Road,” containing 8.091 acres, on Map #2369 on file at the Orange Town Clerk’s office, and is designated by the Orange Assessor as Map/Block/Lot 3-1-1. The Public Hearing on this matter was closed on December 1, 2015.

9. Review of the proposed TPZC Budget 2016-2017.
The proposed budget is $116,752.
10. Not on the provided agenda was the proposal to extend the sewer line to a property on Spring Street.
Paul Kaplan said sewers are an acute need in Orange, and Clark wholeheartedly agreed.
Unanimously approved — Commissioner Judy Smith recused herself.
