The Town Plan & Zoning Commission meets at Town Hall on Tuesday, April 4 at 7:30 p.m.

They have a short agenda this week, but it includes a controversial affordable housing proposal.

Following is the agenda:

  1. Review of the Minutes from the February 21, 2017 meeting.
  2. Required review as per Section 8-24, Municipal Improvements of the CT General Statutes.  Request to abandon a portion of Indian River Road adjacent to 273 Indian River Road.

PUBLIC HEARINGS *(1)

  1. APPLICATION FOR MIXED USE DEVELOPMENT WITH AFFORDABLE HOUSING UNITS AS PER 8-30G OF THE CT GENERAL STATUTES – Submitted by Sixty Five Marsh Hill Road, LLC for property known as 65-69 Marsh Hill Road and 0 & 15 Salemme Lane.  The mixed use development has underground parking, commercial and residential components.  Sixty apartments are proposed.  There will be 18 Affordable Units.  A SITE PLAN APPLICATION has been submitted. (Continued from the February 21, 2017 meeting.)

This is a controversial proposal because there is disagreement whether or not it is ok to submit/pursue affordable housing in this zone.  It would be part of the TODD (train station) overlay but it IS a separate project.

6. SITE PLAN APPLICATION – Submitted by Orange Land Development LLC For the construction of a mixed-use Transit Oriented Development.

The subject property is an 8.091-acre site located beyond the eastern end of Salemme Lane. The subject property is shown as “0 Marsh Hill Road,” containing 8.091 acres, on Map #2369 on file at the Orange Town Clerk’s office, and is designated by the Orange Assessor as Map/Block/Lot 3-1- 1.

An APPLICATION FOR CERTIFICATE OF SOIL EROSION AND SEDIMENT CONTROL MEASURES also has been submitted in conjunction with this project.

Police Blotter Logo thx DaveOrange police responded to the parking lot of a business on Marsh Hill Road regarding reports of a vehicle driving on three tires, Aug. 27 at 6:02 p.m.

Officers located the vehicle in question, which was missing a tire, in the parking lot of the Marriott Hotel.

According to the report, police had the driver, Quanesha Parker, 22, of 276 Campbell Ave #3, West Haven, perform standardized roadside sobriety tests. She was subsequently taken into custody and charged with driving under the influence of alcohol or drugs (DUI).

She was released after posting $50 bond for court Sept. 10.

Screen Shot 2015-06-25 at 10.59.24 PMTwo people have been arrested in connection with a road rage incident in Orange on Friday, June 26.

State police responded to I-95 Northbound near Exit 41 (Marsh Hill Road) around 9 p.m. on Friday on a report that a car driver was slashed with something, and a tractor trailer driver had been shot.

According to police, something occurred between the two drivers near exit 40 in Milford. Juan Calderon, 33, of Orange pulled his car off the highway at exit 41, while he waited at the light, the truck driver, identified as Jesus Izaguirre, 39, of Hidalgo, TX pulled over on I-95, got out of the truck and ran up the embankment to the car, hit the vehicle with an object and then cut Calderon’s face.

As Izaguirre, retreated to his truck, Calderone chased him, and fired a registered 9mm semi-automatic pistol, shooting the truck driver several times, according to police.

Izaguirre got into his truck and fled Northbound on I-95, stopping near exit 44 where state police caught up with him.

Police said both men were transported to Yale-New Haven Hospital and treated for non-life threatening injuries.

Major Crime Detectives took over the investigation.

Izaguirre was released from the hospital on Sunday and troopers charged him with first-degree criminal attempt of assault, second-degree assault, and first degree reckless endangerment.

Izaguirre is being held on $500,000 bond and expected in Milford Superior Court Monday.

Calderon turned himself in to police on Sunday. He is charged with criminal attempt to commit murder, first-degree reckless endangerment, first-degree assault, and unlawful discharge of a firearm.

He is being held on a $250,000 bond and is expected in Milford Superior Court on Monday.

Marsh Hill Road residents arrested

The Milford Police Department is currently investigating an incident involving two Orange residents who have been arrested in connection with an alleged plan to “solicit the murder and assault of two persons known to them.”

Investigators received information regarding the alleged plans which led to arrest warrants being issued for Gregory A. Christofakis,  50 and his companion, Ziba Guy, 44, who are both former Milford residents currently residing at 69 Marsh Hill Road, Orange.

Christofakis is being charged with criminal attempt to commit murder, conspiracy to commit first-degree assault.

He is being held on a $750,000 bond.

Guy is being charged with conspiracy to commit first-degree assault and is being held on a $250,000 bond.

Both are being arraigned this afternoon at Milford Superior Court.
