There wasn’t a quorum so the two members present could not take any action on the applications that were on the agenda.

BUT, a Request by Home Depot, 440 Boston Post Road to extend the Special Permit for Outdoor Storage and Display has been (temporarily) extended because the business has not had ANY violations with its outdoor storage items this year.

Report of the Zoning Enforcement Officer:

In about 60 days the Tractor Supply business could be opening to the public.

The Zoning Enforcement officer has been “sweeping” the town for illegal signs and will have them removed as well as issue warnings to the violators.

Ohman Avenue a pig was being kept on a property that is not a farm.

The following agenda items will be heard at the regular meeting in August:

1. SITE PLAN APPLICATION – Medical Clinic at Orange Promenade Shopping Center. 100 Boston Post Road (Former Staples Store). Change of use from retail to medical Clinic.


winery* 5. PETITION TO AMEND THE ORANGE ZONING REGULATIONS -Submitted by Stellato Realty L.L.C. – To amend the Orange Zoning Regulations to provide Special Standards for a “Farm Winery”. (Continued from the June 7, 2016 meeting.)

*6 APPLICATION FOR SPECIAL EXCEPTION, PERMIT OR USE – Submitted by Stellato Realty L.L.C. For property known as 403 Derby Avenue. The proposal is for a Farm Winery including the growing of grapes and other fruit products and the manufacturing, storing, and selling of wine products. (previously continued from the June 7, 2016 meeting.)

Screen Shot 2016-02-02 at 7.41.40 PMThe Orange Plan & Zoning Commission met Tuesday, Feb. 16 at 7:30 p.m. at Town Hall.

Following is what was discussed:

1. Review of the Minutes from the January 5, 2016 meeting.

2. SITE PLAN APPLICATION – For property known as 339 Boston Post Road. Owned by Connecticut Center For Child Development, Inc. The proposal is to renovate the existing building to operate a school facility dedicated to children with autism. Pre-school through age 21. A SIGN APPLICATION has also been submitted.

Applicant came well prepared. It met all requirements including parking area.

Will have up to 60 students.

A playscape will go in a fenced in area in the rear.

Unanimously approved

3. Old Business.

No changes at the Buttonball property (currently no violations)

4. New Business.

Board of Selectmen approved the Commission’s request for funding for the TODD Revisions.

5. Report of the Zoning Enforcement Officer.

-Review of Zoning Activities Log.

Has been working on getting department signatures for revision documents.

6. Discussion regarding possible review and revisions to the TODD zoning regulations.

Since it was approved by the BOS it will now go to the Board of Finance.

7. 8-24 Referral Municipal Improvements – Request from Town of Orange/Public works for the re-construction of Derby Milford Road. To include reconstruction, widening, realignment, and storm drainage. Funded by CT DOT.

$2 mil project paid for by the state to widen Derby Milford Road from Cranberry Lane and up.

Commissioner Paul Kaplan said it Includes a installation of a 12″ water main.

*8. SPECIAL PERMIT – Application for the conversion of a single family dwelling to accommodate an elderly apartment. For property known as 329 Laurelwood Road. Submitted by property owner Marc Alvarez. To create an elderly apartment.

Met all regulations.
