The Orange Town Plan And Zoning Commission meets at Town Hall, 617 Orange Center Road on Tuesday, Sept. 5 at 7:30 p.m.

With New Chairman Ozzy Parente at the helm. Paul Kaplan Is the new Commission Secretary. (as of Sept. 1)

4. *APPLICATION FOR SPECIAL PERMIT – Submitted by Jonathan Suraci for
property known as 121 Tyler City Road. To construct a 10’ x 30’ horse stall. A
larger ground coverage is requested as per Section 383-26I (3)(a) of the Orange
Zoning Regulations. A waiver of Section 383-117B(1)is also requested in
conjunction with this application.

5. *PETITION TO AMEND THE ORANGE ZONING REGULATIONS –
-Submitted by the Estate of Dominic F. Farina, Trustee. To Amend the Orange
Zoning Regulations relative to Hotel Development in the Light Industrial LI-2
District. Also to provide the language which defines “Lot Frontage” and amends
required “conference facility space for hotels”.

6. *PETITION TO AMEND THE ORANGE ZONING MAP — Submitted by the Estate
of Dominic F. Farina, Trustee. To Amend the Orange Zoning Map to change
property known as 99 Marsh Hill Road from Light Industrial LI-2 to Transit
Oriented Development District TODD.

First Selectman Jim Zeoli appointed resident Kevin Cornell to the Town Plan and Zoning Commission, he will make his first official appearance at tonight’s TP&Z meeting at Town Hall at 7:30 p.m.

The meeting will address the proposed train station complex (apartments, retail, etc.)

It is up to the Commission to choose which one will become its new chairman. (Longtime chair Beau Clark recently moved out of town after getting married).

tpzcThe Orange Town Plan & Zoning Commission met at Town Hall, Tuesday, Sept. 20 at 7:30 p.m. [The meeting began at 7:35 p.m.]

Zoning Enforcement Offier Paul Dinice was not in attendance.

Here are some notes from the meeting.

1. Review of the Minutes from the August 15, 2016 and August 16, 2016 meetings.

(Minor amendments were made to the Aug. 15 minutes and they were approved)

Aug. 16 minutes also were approved.

2. Request for release of Bond. Tractor Supply Inc. at 250 Indian River Road.

3. Old Business. (nothing)

5. Report of the Zoning Enforcement Officer. (nothing)

6. SITE PLAN APPLICATION – Submitted by Orange Land Development LLC For the construction of a mixed-use Transit Oriented Development. The subject property is an 8.091-acre site located beyond the eastern end of Salemme Lane. The subject property is shown as “0 Marsh Hill Road,” containing 8.091 acres, on Map #2369 on file at the Orange Town Clerk’s office, and is designated by the Orange Assessor as Map/Block/Lot 3-1- 1.

An APPLICATION FOR CERTIFICATE OF SOIL EROSION AND SEDIMENT CONTROL MEASURES has also been submitted in conjunction with this project.

Discussion:

Decorative elements added that gave the building more balance.

*7. APPLICATION FOR RE-SUBDIVISION – Submitted by Orange Land Development LLC for property on Marsh Hill Road (Assessor’s Map/Block/Lot 3-1- 1) and Salemme Lane that comprises a total of approximately 8.091 acres. The property is located to the east of Marsh Hill Road and to the east of Salemme Lane. The application seeks to divide the property into five lots in connection with the construction of a mixed-use Transit Oriented Development.

plan and zoningThe Town Plan & Zoning Commission will host a special meeting at Town Hall, 617 Orange Center Road, on Tuesday, Aug. 30 at 7 p.m.

Meeting with Consultant Planner Glenn Chalder of Planimetrics. 

The purpose of the meeting is to discuss strategy options, concepts/ideas; comments received from the public, property owners, and municipal department heads; and review of ‘Draft Report’, concerning Transit-Oriented Development. [The Orange Train Station Area]

The Town Plan & Zoning Commission met at Town Hall, 617 Orange Center Road on Tuesday, April 19 at 7:30 p.m.

Robin Pearson addresses the Commission

• As required by Section 8-24 of the CT General Statutes – Request for the  conveyance of land and Construction Easement on Salemme Lane.  For the widening of Salemme Lane.  Submitted by Robin Pearson, Esq. for 65 Marsh Hill Road, LLC.

Pearson’s client wants to donate 1,368 sq ft of land to the town so Salemme Lane can be widened making way for the proposed Orange Train Station.

Commission voted to send a favorable recommendation to the Board of Selectmen regarding this land donation. 

• As required by Section 8-24 of the CT General Statutes – Request to abandon the Town’s rights to “Christmas Tree Lane.” Submitted by Kenneth A. Votre, Esq.

Zoning enforcement officer Paul Dinice recommended that the Commission NOT approve this request as a matter of public safety.

First Selectman Jim Zeoli addressed the commission and gave a brief history of the situation and clarified that neither the TPZC nor the Board of Selectmen would make the decision to abandon or retain the property, but the residents would have the final say at the Town Meeting in May.

The Commissioners voted to send an unfavorable recommendation to the BOS [as a formality. ]

      PUBLIC HEARINGS *(3)

 7.  SPECIAL PERMIT APPLICATION for the conversion of a single family dwelling to accommodate an elderly apartment. For property known as 1026 Field Drive, Orange, CT.  Submitted by property owner Susan D. Abate.  To create an elderly apartment.

The applicant did not show up for the meeting, so it was continued to the next meeting.

9.  PETITION TO AMEND the Orange Zoning Map.  Submitted by Orange Land Development LLC.  To change the zoning designation of the subject property from LI-2/TODD Overlay to TODD.  The submission includes a “concept plan” as required by the Orange Zoning Regulations.  The  subject property is an 8.091-acre site located beyond the eastern end of Salemme Lane.  It is bordered by Dichello Distributors to the south; CTDOT Railroad right-of-way to the east; Yale University West Campus to the north; and Salemme Lane/Town of Orange, N/F Salemme-Riccio, and N/F Sixty FiveMarsh Hill Road, LLC to the west.  The parcel is currently undeveloped.  The subject property is shown as “0 Marsh Hill Road,” containing 8.091 acres, on Map #2369 on file at the Orange Town Clerk’s office, and is designated by the Orange Assessor as Map/Block/Lot 3-1-1.

Even though some residents my be frustrated by the slow process at least it will be a good project. Many large businesses support the train station, but we must get the message to the state and let them know that it is important.

MeetingsThe Town Plan & Zoning Commission met at Town Hall, Tuesday, Jan. 19 at 7:30 p.m.

Request by Kathleen Conroy Cass, potential purchaser of 361 Derby Avenue (formerly theEnchanted Gardens and Ponds) to discuss a letter issued by Zoning Enforcement Officer Paul Dinice, dated December 16, 2015.

After some discussion and opposition from Cass’s attorney regarding the wording of a prior decision.

The Shop would be allowed to sell seasonal flowers and have a gift shop.

The request was approved. 

6.  Request for modification of Site Plan/Building Architecture, Ravenswood/Oaktree Development LLC – 100 South Orange Center Road.

The footprint would remain the same, but the modification to this active adult development includes a reduction in the square footage, master bedrooms on the first floor.

The Commission approved the changes with a stipulation that the applicant must submit a rendition of the development for the record.

7. PETITION TO AMEND THE ORANGE ZONING REGULATIONS. Submitted by Orange Land Development LLC.  To amend Article XXIV Transit Oriented Development District Regulations.   (The Public Hearing on this matter was closed on December 1, 2015.)  Discussion and possible vote on this petition.

The petitioners wanted to change all the town’s regulations line-by-line.

After discussion the applicant withdrew the plan.

The subject is not closed, though, the town is open to revisions and wants the state to know that it is still interested in welcoming a train station.

9.  8-24 Referral Municipal Improvements – Request to abandon road dedication and construction agreement for a “paper road” located on property known as 260 Bull Hill Lane.  Owned now or formerly by NCC Orange/CT Association LLC.

Someone is interested in the former Builders Square building. The “road” is between the mini mall on the Boston Post Road and the Builders Square building.

PUBLIC HEARINGS *(3 )     

*10.  PETITION TO AMEND THE ORANGE ZONING REGULATIONS.  Submitted by Roeco, LLC, a New York limited liability company.  To amend the Orange Zoning Regulations to create “Town Center District” (TCD) regulations. 

“The purpose of the Town Center District (TCD) is to permit and encourage a Town Center atmosphere with vibrant, mixed-use development that allows people to live, work, and shop in close proximity. Through retail, office and multi-family use, the TCD is a lively, pedestrian-friendly, mixed-use area with an environment of inviting public space, walkable streets, and meaningful architecture.”

*11. PETITION TO AMEND THE ORANGE ZONING MAP.  Submitted by Roeco, LLC, a New York limited liability company.  To amend the Orange Zoning Map to change property known as 35 Old Tavern Road & 308 Racebrook Road (a.k.a. Firelite Shopping Center) from Local Shopping Center District (LSC) to Town Center District (TCD).

Many residents spoke against this plan, including First Selectman Jim Zeoli and Selectman Mitch Goldblatt

After the public hearing was closed the commissioners discussed the traffic study.

Petition Denied

*12.  PETITION TO AMEND THE ORANGE ZONING REGULATIONS – REVISIONS TO THE ORANGE PARKING REGULATIONS.  Submitted upon the initiative of the Orange Town Plan & Zoning Commission. 

Proposed amendments include “change of use” exemption; location of parking spaces; joint parking spaces; number of spaces required; parking reduction; loading space reduction; trees & shrubs within parking areas; and access management.

It was getting late, so this matter was continued until the Feb. 2 TP&ZC meeting.
