The Orange Town Plan & Zoning Commission meets tonight, Tuesday, July 7 at Town Hall at 7:30 p.m.

1.  Request by Ms. Kathleen Conroy Cass to discuss use of former Enchanted Garden property at 461 Derby Avenue.   

Cass said someone wants to open a garden statuary/plant business very similar to the former business.

Chairman Clark said the parking cannot be expanded, the greenhouse must remain a greenhouse but the building must remain the same.

The Commission will discuss the proposal with the town attorney then they will explore it further with the applicant. 

Screen Shot 2015-07-07 at 7.50.27 PM2.  SITE PLAN APPLICATION – ARCHITECTURAL STANDARDS SUPPLEMENT – For property known as 111 Boston Post Road  Submitted by property owner Helen Filipidis, Goodies Orange LLC.  For proposed façade work on an existing restaurant building.                       

The proposal is for the expansion of parking areas servicing existing office use.

Discussion: The applicant said the lighting will remain the same, the parking spaces will be the same. the “greenhouse” area in front will be removed and replaced with solid walls. Landscaping will be done.

They plan to put a large recycling area in as well.

He is confident that the application meets all the town requirements.

3.  SITE PLAN APPLICATION,  For property known as 34 Prindle Hill Road.  Submitted by property owner Colonial Building Associates, LLC. 

The plans meet all the town requirements.

7. Report of the Zoning Enforcement Officer.

Paul Dinice has issued several abatement and cease and desist orders around town.

He took photos of 119 Buttonball which still has issues with garbage and debris in yard.

The fines are piling up.

Ohman Avenue (Rogers Property) debris in front yard, and evidently neighbors filed false complaints along with legitimate complaints about the house.

Town Atty. Vin Marino said they’re working with Frank Rogers on selling the house.

The problem with running bamboo has continued in town and is being addressed.

Discussion: Chairman Clark has been checking up on the placement of merchandise. The business has been “good” about keeping the merchandise off the sidewalks. 

Commissioner Ralph Aschettino said during the holiday weekend the store was in compliance with the town regulations and he wanted to congratulate the store manager for a job well done. 

This meeting went much better than past presentations with Home Depot.

The Application was unanimously approved.

AFFORDABLE HOUSING 8-30g APPLICATION – 504-506 Boston Post Road. Submitted by AMP Investments LLC, for property known as 504-506 Boston Post Road.  The proposal is for an adaptive reuse of the rear building of the property currently known as 504 Boston Post Road.  [Former Galvin Pool]

The intent is to make the plaza a mixed use Retail-Residential property with an 8-30g residential component.  Ten apartments are proposed. 

Discussion: Jeff Gordon, a representative for the applicant, said Orange is low on the spectrum for affordable housing.

Screen Shot 2015-07-07 at 8.29.56 PM1-2 bedroom apartments most likely will attract small families who are seeking temporary rental housing (are “between” homes).

The building will not work well as a commercial building because of the location, but is great for this residential plan.

Chairman Clark said the “affordability” part of the application was missing and therefore it was incomplete, so the commission could not vote favorably on the application.

Gordon said his client is willing to work with the commission to make sure it’s approved. He could bring the missing piece with him at the next TP&Z meeting later this month.

This subject has been continued until the August meeting.
