Commissioner David Lehman released this important information regarding the upcoming Phase 2 of reopening the state of CT on June 17. 

Phase 2 of our reopening begins soon and the health and safety of our residents continues to be the number one priority. We have provided clear rules for businesses to guide them through this next phase. Updated industry-specific requirements are now available for Phase 2, which is set to begin on June 17.

Phase 2 allows a wide range of additional businesses to reopen and expands the services for some of the sectors that successfully opened in Phase 1. Specific rules are now available for the following sectors:

• Amusement Parks

• Hotels

• Indoor dining

• Indoor museums, zoos, and aquariums

• Indoor recreation (e.g., bowling, movie theatres, etc.)

• Libraries

• Outdoor events

• Personal services (e.g., nail salons, tattoo parlors, etc.)

• Sports and fitness facilities (e.g., gyms, fitness centers, pools, etc.)

The sector-specific rules include detailed information and requirements about physical distancing, facility capacity, hygiene, sanitizing, signage, personal protective equipment (PPE), scheduling, training, and more.

Beginning Monday, businesses, and non-profits planning to reopen on June 17 as part of Phase 2 need to visit Connecticut’s self-certification website to certify that they are compliant with the reopening rules for their sector.

Below is new information from the State regarding Phase II of reopening the economy, compliance to general rules, Virtual Open House Day, and more.

PHASE 2: Salons and Barbershops are scheduled to reopen on June 1st. Phase II is scheduled to begin on June 20th, pending achievement of public health metrics. See ROADMAP FOR REOPENING CONNECTICUT. Businesses in Phase II consist of:

·    Hotels (no bar areas)

·    Restaurants (indoor dining – no bar)

·    Gyms, Fitness and Sports Clubs

·    Outdoor Arts, Entertainment and Events (up to 50 people)

·    Outdoor Amusement Parks

·    Bowling Alleys

·    Social Clubs

·    Pools

·    Museums, Zoos, Aquariums

·    Movie Theaters

·    Personal Services

Sector Specific Rules will be released at that time. Please remember to SELF-CERTIFY prior to opening.

SMALL BUSINESS REOPENING GUIDE: A guide to assist businesses in the reopening process includes topics regarding financial needs, employee training & support, physical layout, and a list of suppliers. The guide will be updated as new information becomes available.


COMPLIANCE: The State wants to ensure businesses are complying with the GENERAL BUSINESS AND SECTOR-SPECIFIC RULES and that they have completed the mandatory SELF-CERTIFICATION process.

PPP LOAN FORGIVENESS APPLICATION: The Paycheck Protection Program (PPP) Loan Forgiveness Application was released by the SBA. The instructions inform borrowers how to apply for forgiveness of their PPP loans, consistent with the CARES Act. INSTRUCTIONS & LOAN FORGIVENESS APPLICATION
