On Wednesday, May 20, at 6:05 p.m., Russell Barnes, 68, of Orange, turned himself in at Police Headquarters on an active arrest warrant.
According to police, the warrant stemmed from an incident that occurred on Woodland Lane on Monday, May 11. Subsequently, he was taken into custody and charged with disorderly conduct.
Barnes received a promise to appear in court on May 21.
